Two-year preparation of national team members in three government sports centres cost CZK 800 million in total

The Supreme Audit Office (SAO) scrutinized government sport centres that create suitable conditions for preparation of the best national team members in junior as well as senior categories. Auditors focused on state budget funds, which were utilized by three government sport centres from 2011 to mid-2013: University Sports Centre of the Ministry of Education, Sports Centre of the Ministry of the Interior, and DUKLA Army Sports Centre of the Ministry of Defence.
During the audited period, the audited sports centres utilized funds from the state budget heading Ministry of Education in the total amount of CZK 799.7 million. University Sports Centre of the Ministry of Education is fully funded by the Ministry of Education, the other sports centres are co-funded by the Ministry of Education and responsible ministries.
In the audited sport centres, 837 national team members (561 senior and 276 junior representatives) prepared in 2011, while in 2012, there were 858 national team members (511 in senior categories and 347 in junior categories). There are various sports followed in each of the sports centres, i. e. none of them runs all sports. Sports Centre of the Ministry of the Interior follows 14 types of sports, the other two centres run 12 types of sports.
The SAO has recommended the Ministry of Education to give more precision to the document entitled Principles for sport centres supporting sports and fitness in the government departments and make rules for meeting current expenditures more specific. Unclear formulations in the Principles allow the Ministry of the Interior to support members of two sport clubs, which do not represent the Czech Republic at international competitions. The Ministry of Education, which provides the funds used for sport centres’ support from its budget heading, tolerates such practices.
