Effective governing of the national programmes of support

Auditors from the Supreme Audit Office (SAO) performed an audit of the financial resources earmarked for programmes of the national support and for programmes that were co-financed by the EU funds in the period from 2005 to 2007. The Ministry for Regional Development, Ministry of Agriculture, and Ministry of the Environment implemented the regulations of particular programmes effectively and the rules for governing the support programmes were set up properly.
“The auditors focused on the administration of particular programmes of support, which were implemented by three ministries: Ministry for Regional Development, Ministry of Agriculture, and Ministry of the Environment. All of the ministries participate in multilateral negotiations to prevent from any coinciding of various programmes. Auditors aimed at the subsidies’ accounting and returnable financial support records in the central evidence of endowments. Other interesting topics of the audit were system internal controls and facilities for cost reduction of the national programmes in aid of the programmes co-financed from the EU funds“, said František Dohnal, president of the SAO.
Unfortunately, the government decree on cost reduction of the national programmes in aid of the programmes co-financed from the EU funds failed to produce positive results. Auditors figured out the actual amounts of endowments drawn to implement the national programmes of support and programmes co-financed from the EU funds, which are coordinated by the audited ministries. From 2005 to 2007, the ministries assured nearly CZK 30 milliard from the state budget for the national support programmes. About CZK 55 milliard from the state budget funds and over CZK 38.5 milliard from the EU funds were actually spent on the programmes.
The auditing operation was included into the 2008 Audit Plan of the SAO under No. 08/02. Zdeňka Profeldová, Member of the SAO Board, controlled the audit operation and drew up the audit report as well.
